Your Path to a Skilled Career
This program provides training to help job seekers secure a job and supports those already employed to move into more skilled roles for full-time employment, including after completing an apprenticeship or traineeship.
General Training Pathway
Qualifications and introductory skill sets delivered through a general training pathway are available for direct enrolment and do not require the student to enter into a training contract (apprenticeship/traineeship) with an employer.
Under Career Start, a student may access up to 2 subsidised training places through one of the following options:
- a qualification in a certificate III under the general training pathway and an apprenticeship/traineeship, noting that if the apprenticeship/traineeship is done first, the student is no longer eligible to access a general training pathway qualification under Career Start
- or
- two apprenticeships/traineeships at either a certificate II or III level, including school-based apprenticeships and traineeships (SATs).
In addition, under Career Start, students may access one subsidised introductory-level skill set.
A student cannot do 2 general training pathway qualifications under Career Start.

Eligibility Criteria
To access a subsidised training place under Career Start, a student must meet the following criteria:
- aged 15 years or older
- not be a school student
- permanently reside in Queensland
- be an Australian citizen, or Australian permanent resident (includes humanitarian entrant), or a temporary resident with the right visa and work permits on the pathway to permanent residency, or a New Zealand citizen
- not already have a certificate III or higher qualification completed within the last 10 years (qualifications completed as a school student, and foundation skills qualifications don’t count)
- not be enrolled in another qualification, even if it’s on hold or deferred, whether funded by the Department of Trade, Employment and Training or not (foundation skills qualifications don’t count).
Along with the eligibility criteria above, specific entry restrictions or exemptions may apply to certain subsidised qualifications and skill sets. These are set by industry or sector requirements, as well as national training package guidelines.

As a condition of your enrolment, you will be required to complete a student training and employment survey within three months of finishing or discontinuing your training.
- Do you need to contribute to the cost of training?
General Training Pathway Co-contribution fee amount
Because training can lead to better job opportunities and higher earnings, students enrolled in Certificate III qualifications and skill sets, and non-concessional students in lower-level courses, are required to contribute to the cost of training through a student co-contribution fee. Jenagar will charge a co-contribution fee of $1 per unit of competency. This fee may be paid by an employer or another third party, but it cannot be paid or waived by the SAS or anyone associated with the SAS.
Apprenticeship/traineeship Co-contribution fee amount
For apprenticeships and traineeships, a different fee applies because the cost of training is shared between the employer and the SAS. The fee is set at $1.60 per nominal training hour for each unit of competency and is consistent across all SAS providers. Only DTET can change this fee, and it is reviewed annually.
A SAS must charge only 40% of the standard fee if the apprentice or trainee meets any of the following criteria:
is under 17 years of age at the end of February in the year training is delivered, is no longer at school, and has not completed Year 12;
holds a Health Care Card, Veteran Card, or Pensioner Concession Card, or is the partner or dependent of someone who does; or
identifies as Aboriginal or Torres Strait Islander (First Nations).
